Keeping what we have means we know better what to expect. New stuff always has a risk of introducing regressions. We have written down our freeze policy [1] well in advance (it hasn't even changed with respect to the bookworm policy) such that maintainers know what to expect from us and also why. A new upstream release is not in line with the policy, so we need to have a good reason to make an exception this late in the freeze. We're in the Hard Freeze now. Your package is a key package. There is a lot happening and we don't have the time for a thorough review of new code. You are not the only one asking for our judgement. See also our FAQ [2].
