[ Reason ]
New bugfix release

[ Impact ]
https://www.gimp.org/news/2025/05/18/gimp-3-0-4-released/#gegl-and-babl
describes this release as
"GEGL version 0.4.62 brings several bug fixes to prevent crashes,
courtesy of Øyvind Kolås. UI ranges were added by Budhil Nigam to some
operations, which means our Fractal Trace filter now has more sensible
number ranges on the slider."

gimp 3.0.4 requires gegl >= 0.4.62

[ Tests ]
gegl has some trivial autopkgtests which are passing.

I installed the gegl 1:0.4.62-2 packages in Debian Testing and
verified that gimp from Debian Testing continues to work. I opened
copies of one file each of .jpg, a .png, and a .jxl (JPEG XL) file
from the gnome-backgrounds files in /usr/share/backgrounds/ and
verified that I was able to make basic changes and export to those
formats and to gimp's native .xcf format.

[ Risks ]
gegl is not currently a key package, but gimp is a popular package.
gegl is also used by the gnome-photos app (which was installed by
default by GNOME and Cinnamon for Debian 12 but not in Trixie because
the app is likely to be removed from Debian after the Trixie release
since the app is unmaintained upstream).

[ Checklist ]
[✔️] all changes are documented in the d/changelog
[✔️] I reviewed all changes and I approve them
[✔️] attach debdiff against the package in testing

[ Other info ]
I expect to file an unblock for gimp 3.0.4 soon but I am waiting for
unblocks for babl and gegl before uploading gimp 3.0.4 to Unstable.
