To me, it seems the issue was a FTBFS bug (#1075042) that went unfixed
and resulted in the auto-removal of gridengine from testing in August
2024.

Yes. I seem to recall gridengine also needing an unblock after freeze
for a previous release. Would the debconf video team consider taking
over maintenance of this package?
Please use the documented procedure 'Applying for an unblock' [1] for
future requests. At least, file a bug against the release.debian.org
meta-package and tag it appropriately. 'reportbug' should do the
right thing.
