Please unblock package rust-sequoia-sqv

[ Reason ] & [ Impact ]
sqv 1.3.0-1 currently in trixie is marked with Multi-Arch: allowed, which
according to Helmut in #1103915 makes apt cross bd-uninstallable and that
is considered an important architecture cross bootstrap regression worthy
to be fixed for trixie.

The fix is to set Multi-Arch: allowed, which is the only change
in rust-sequoia-sqv/1.3.0-2.

since 6 days with no issues whatsoever reported.
