[ Reason ]
In order to fix a few CVS we need to upgrade src:nvidia-graphics-drivers
to a new upstream release.
Since upstream has discontinued providing ppc64el builds for new driver
releases, we need to remove most driver packages on ppc64el with this
upgrade. A few other source packages need updates, too, in order to fix
uninstallable packages after the ppc64el removal.

[ Impact ]
A proprietary graphics drivers with unfixed CVEs.

[ Tests ]
autopkgtests for building the modules.

[ Risks ]
The ppc64el removal might render more packages uninstallable than
anticipated.
