Please unblock package python-dependency-groups

[ Reason ]
This is a new package that was added because it's vendored (embedded) in 
python-pip 25.1 (currently in unstable, but should migrate in the next 
week).

We let pip vendor libraries, because it's installed in virtualenvs.
Upstream only really supports the vendred mode. We tried de-vendoring 
before, and had a number of bugs in the de-vendored version, that we 
didn't stay on top of. This caused friction with upstream.

I package all of the Python libraries that pip embeds, even if nothing 
in Debian depends on them, so that we can track their security issues.

pip 25.1 landed just after the start of the soft freeze, and included 
features that we're pretty confident users will want (and bug fixes for 
issues Debian ran into). It included a new vendored library, that had to 
go through NEW. Here it is.

pip 25.1.1 landed on Friday, with more bug fixes, so I uploaded it too.

None for users, nothing in Debian depends on it, or will in trixie.

It has unit tests, run at build and autopkgtest time.

Approximately none, it's a new leaf (-ish) package.
