Please unblock package mkdocs-static-i18n

[ Reason ]
Please agree to the migration of the package to unstable. 
Unfortunately, the FTP team accepted the package very late 
and after a long wait. This package can be used to meaningfully 
extend mkdocs and thus improve other doc packages in trixi in the future.

[ Impact ]
The impact on other packages is small, 
as there are no backward dependencies yet

[ Tests ]
All tests, both salsa pipeline and buildd, ran successfully.
