Please unblock package postgresql-filedump

It was removed from testing because I had activated extra tests that
then failed on 32-bit and bit-endian architectures. (The PG on-disk
format is highly architecture-dependent.) Resolving these problems
took much longer than anticipated, but everything is in shape now.

The package has been part of Debian stable for almost two decades, so
it would be sad if it missed it just because Debian is supporting
architectures that few other people care about.
