Dear RT,

As Paul Gevers helpfully clarified in #1102599,

In transition context, we generally consider "small" when numbers are in the low single digit. Otherwise we'd want to be involved/informed.

The freeze policy page isn't that specific though:

No large/disruptive changes

Any change which is large or disruptive, which requires coordination or has a higher change of regressions is no longer appropriate at this time.

IMHO it's a good idea to be more specific in what "large" and "disruptive" mean.
FWIW, the "which"s that follow fit in "disruptive", but aren't necessarily "large".

If I read Paul's review right, the (essentially) transition I asked for isn't disruptive, but large.
