Dear release managers,

Upstream has just released onnxruntime 1.21.0, leading to a SONAME change.
I would like to request a transition slot for it.

Additional information:

* I have modified my patch to include only MAJOR.MINOR version numbers in the
  SOVERSION. So we could expect less frequent transitions afterwards.
* The only rev-dep gst-plugins-bad1.0 can compile without issue.
