[ Reason ]
Update of translations for man pages.

[ Impact ]
Outdated or untranslated man pages for German and Portuguese users.

[ Tests ]
N/A: Documentation only change.
I validated that only d/changelog, the two PO files plus a timestamp update of the .pot file changed in the debdiff.
The .pot file changed since I used po4a to regenerate the .pot and .po files since it re-formats the po files as well to match po4a's defaults, which minimizes the diff.

Given that this upload only contains translations it is acceptable, but for next time please ask for pre-approval first. As documented at [2], the current phase isn't enforced with code, so debhelper isn't "blocked" (except at this very moment by what seems to be a flaky test of armci-mpi on riscv64 as it passed moments ago). debhelper should migrate without action.
