Why do you think that it is broken?  Shouldn't packages be marked bad
until they have been rebuilt?

I believe that is how gnat-14.ben was created.

Fortunately, the ben files are maintained in git [1], see:
old/gnat-13.ben
planned/gnat-14.ben
