Thanks. buildd.d.do shows that gdal, libminc, netcdf-cxx, netcdf-fortran, and v-sim are skipped, likely because their status in the tracker is misleading due to incorrect good condition. gdal wasn't built with the new netcdf on s390x at least, the other packages weren't on any of the architectures.
