I'd like to update papi from libpapi7.0 to libpapi7.1.
Only starpu needs a binNMU (builds fine locally).
I'll upload a binNMU of starpu-contrib myself since it cannot be
autobuilt due to the non-free nvidia-cuda-tookit build-dependency.
