Let's go with your proposed change for xsane in any case, and please liaise
with the security team and the maintainer about hv3. If it's agreed that it
should be pulled from stable, open a separate bug in the normal way and I
would not have an issue with removing it.
You can go ahead with xsane whenever you're ready.
