This is a LTS update provided by ClamAV upstream. It addresses two CVEs
and expired signing certificates which led to test suite failures and
the package did not build from source.

Besides that (was is also mentioned in NEWS.md) there is clang based
reformating of the code and updates to the cargo crates.

The v1.4.1 in unstable addresses the same issues.
