Bug#1086696: transition: fmtlib breaks MariaDB

Hi,

The fmtlib version 10.0 and 10.1 is known to have a broken thousands
separator, which breaks at least MariaDB and possibly other packages
as well.

Can you either transition directly to fmtlib 10.2 or 11.0, or
cherry-pick either of these fixes to 10.1?
