Dear release team,

We (the Debian Haskell team) would like to start the transition to
update GHC to version 9.6.6. GHC has already been updated/tested in
experimental and seems to work.

As part of this transition, we need to update ~350 packages to a newer
version, and do a sourceful upload for the rest of the Haskell libraries
(~1000 packages).
