I want to upload the libgpiod v2.1.2 to unstable.
This upload changes API and soname.
Some of the packages that depend on this package need to change.

The following list is the status of reverse dependency packages:
- eg25-manager: FTBFS / BTS: #1070812
There are patches on the upstream that are under review.
- openfpgaloader: Build OK
- openocd: FTBFS / BTS: #1070885
There are patches for review around adding proper support,
but they're all currently works in progress.
- swupdate: Build OK
- svxlink: Build OK
