Bug#1079403: release.debian.org: giveback scipy on mips64el riscv64 alpha sh4

There was a bug in python3-setuptools that broke scipy builds on all
arches. The problem is now fixed in python3-setuptools 73.0.1-1.

So I've given scipy back to all arched to build scipy 1.13.1-4.
But mips64el riscv64 alpha sh4 are stuck in state "Failed" so I can't
give them back using the web interface.

Can scipy 1.13.1-4 be given back for build on mips64el riscv64 alpha
sh4 ?
