I would like to upload linux version 6.9.6-1 later today to unstable,
which moves the 6.9.y series to unstable, replacing the already EOLed
6.8.y series.
Some packaging changes are included:

Notably we do disable CONFIG_RELR on arm64, context ist in #1074111 for
binutils until that is fixed binutils upstream. Current discussion in
https://sourceware.org/bugzilla/show_bug.cgi?id=31924 .
