Dear Release Team,

Please unblock openrc in bookworm-pu. Version 0.45.2-2+deb12u1 includes a
backported fix for #1070167 which prevents openrc's postinst choking on
non-executable scripts in /etc/init.d. These now arise routinely: since
debhelper 13.10 the dh_installinit fragments clear the executable bit on package
removal. The relevant debhelper changelog entries are

 * dh_installinit: Remove executable bit of init scripts on
    package removal (via preinst).  Related to #1021027.
  * dh_installsystemd: Stop masking system units on package
    removal.  This is no longer necessary with the init scripts
    getting their exec bit cleared on package removal.
    (Closes: #1021027)


The openrc fix has been in unstable and testing for over a month with no
regressions reported.
