[ Reason ]
As already mentioned in Bug #1054393, the IP addresses of the B root DNS server
have changed. The aim is to increase redundancy in the event of problems with an
RPKI TAL, see original bug. Since this package is more like a database (like the
one for the timezones) Debian should include the change in Bookworm and Bullseye.

[ Impact ]
According to the operator (University of Southern California), the old IPs will
continue to operate until at least 2024-11-27. After that, Debian users may
experience slowdowns when resolving DNS requests.

[ Risks ]
Since this package is like a database I consider the risk to be very low.
