Bug#1054657: Transition issue for r-cran-rstanarm (Was: Bug#1055922: rmatrix: ABI change in Matrix 1.6-2)

I have no idea why r-cran-seurat is not profiting from reduced waiting
time for the transition.

It seems this is solved now.  Currently r-cran-rstan seems to wait
only for r-cran-quickjsr (which I uploaded yesterday unfortunately
but this should be done tomorrow so even before the unexpectedly
long waiting period for r-cran-seurat will end).
