Please unblock package meep-openmpi

There was a Conflict: missing for the python3-meep-openmpi package.

[ Impact ]
The user gets an error message when trying to switch from meep-openmpi to for example meep-mpi-default.

There is no code change but only a change in the Debian metadata.
