Please unblock package pcre2

This was uploaded a while ago, but was stuck because of #1027952 which
it turns out was in fact a bug in link-grammar. I'd quite like to see
version 10.42 in bookworm if possible :)

I unblocked pcre2 once link-grammar's autopkgtests confirmed the fix.
According to rmadison, 10.42-1 is already in testing.
You'll probably receive the migration email tomorrow. :)
