FTR, the syntax for that is:

nmu 3 libnginx-mod-http-modsecurity . ANY . unstable . -m "rebuild against pcre2 (Closes: #1037226)"

The version specification in the package specification is to make sure
that you're trying to binNMU the right version (i.e. there hasn't been
confusion over suites, there hasn't been a new source upload that means
the binNMU isn't required any more, etc.), but doesn't control the
resulting version.

wanna-build will try and allocate a binNMU version based on the current
binary version, which the optional number at the start overrides.
