Please unblock package plplot.

The version in unstable adds a missing Breaks+Replaces needed for upgrade 
from bullseye (see Bug#1034936).

I reviewed the changes between this version and the version currently in 
testing (5.15.0+dfsg2-6), which are minimal (only two lines added to 
debian/control). The debdiff is attached to this message.
