Please unblock package tlp

[ Reason ]
The 1.5.0-1 version includes a systemd service file in /usr/lib/systemd, which is not detected by debhelper during package build, so the sections that are normally automatically added in the maintainer scripts to enable the service are not added. See bug #1034233 for more information.

(sadly, as I write this, I just realized I forgot to mention the "Closes" field in the changelog; I'll have to close the bug manually).

[ Impact ]
If the unblock isn't granted, a user installing TLP for the first time on Bookworm won't have it enabled during install, and will have to enable the service manually (it seems that users who upgrade from a version which had the service previously enabled are not affected).

[ Tests ]
I tested installing the package on my Bookworm laptop, and also upgrading from current Bookworm version, and it works as expected.

[ Risks ]
I don't believe there are any risks involved.
