rust-rustls-native-certs currently fails to migrate to testing due to
dependency rust-ring missing on archs ppc64el and s390x.

rust-rustls-native-certs is arch-all, and ideally rust-ring would be
arch-all as well and this issue would not occur.
(for completeness sake I should mention that Rust team would likely
argue that the ideal was that I joined the Rust team, obeyed their
team policy, and released rust-rustls-native-certs as arch-any in which
case the World would burn slightly more fossil fuel and this issue also
would disappear).

Please marg ppc64el and s390x as irrelevant archs for
rust-rustls-native-certs to let the package migrate to testing.

Nitpick: I would have been nice if you had explained why this triggered a regression. I was happy to see you stopped using skip-not-installable, but I had to find out. (it's a bit of a shame all the tests are flaky, I assume running them is still useful for you :) )
