Let's update nvidia-graphics-drivers-tesla-470 in stable (which is being
introduced via -pu) to a new upstream release to fix some more CVEs.
This is a rebuild of the package in sid with no further changes.

The diff and this request are more or less the same as for
nvidia-graphics-drivers (#1013879).
