With the tesla-418 driver series having reached EoL upstream, I'd like
to update stable to the latest release from that branch along with all
packaging fixes and add a NEWS entry for the EoL state. (As we had done
with other EoL driver series in the past.)

This is a rebuild of the package from sid.

The packaging updates have reached stable already in the tesla-450,
tesla-470, legacy-390xx and nvidia-graphics-drivers updates.

The corresponding request for buster is #1009652 (for
nvidia-graphics-drivers).
