Hi Release team,

I would like to transition to the new ros-class-loader (and a new
ros-pluginlib with it). The auto generated ben file is fine but a number
of packages need updates. I'm the maintainer of all downstream packages
and can upload fixed packages once the transition started.

ros-diagnostics
ros-image-common

ros-image-pipeline
ros-opencv-apps
ros-perception-pcl
ros-rviz
