Have those bugs already been filed? Otherwise, filing bugs for the
reverse dependencies that FTBFS would be a good first step.
  I didn't file those bugs, but started patching those and filed only
when succeeded. At this point I remember only two packages that FTBFS
with ICU 70.1 and I couldn't fix those. One is mozjs78 and the other
is 0ad. I had trouble with PostgreSQL, but that has a new major
upstream release uploaded since then, meaning it needs to be
re-tested.
My box has an issue at the moment and I need to finish converting my 4
Tb big (badly chosen) BTRFS filesystem to ext4 over an USB link. It's
not that fast and may still need an hour or two. Going to restart the
rebuilds after this and report all issues I find.

I had been in contact with Laszlo earlier, and then did that transition in Ubuntu. Yes, icu 7x support needs some updates in rdep packages with new upstream versions, but that was possible.
