Bug#1021406: nmu: * against debhelper 13.9.1

Hi!
The following packages in unstable still have binaries built against
debhelper 13.9, which adds spurious dependencies on "systemd |
systemd-tmpfiles".  This causes at least the following problems:
 * forced init switch with !systemd (with an obscure workaround)
 * makes small containers fatter
 * dependencies will unexpectedly change on a rebuild (incl. security)
The relevant bug is #1017441 -- but it'd be probably a waste of your time
to read it now that a resolution has been found; all we need is to rebuild
the stragglers.

I've verified "at home" that all of these currently build successfully on
amd64.
