Dear Release Team,

Qt 6.3.1 is packaged in experimental and hence needs a
transition because of the usual ABI changes.

Here is the Ben file:

---
title = "Qt 6.3.1";

is_affected = .depends ~ /qt6-base-abi \(= 6\.2\.4\)/ | .depends ~ /qt6-base-abi \(= 6\.3\.1\)/;
is_good = .depends ~ /qt6-base-abi \(= 6\.3\.1\)/;
is_bad = .depends ~ /qt6-base-abi \(= 6\.2\.4\)/;
---

Thank you.
