libtsm cannot migrate unless it's rebuilt on buildd. There are no arch:all packages, so this should give no problems.

I am sorry. That was a mistake on my side. I have just uploaded a new revision. Thanks for the notice.
I didn't mean to hijack this package, so I'm glad that this was noticed now. With the new source only upload, this binNMU is not necessary anymore, so I will close this bug.
