Dear Release Team

I would like to transition trilinos from 12.18 to 13.2.  Trilinos
13.2.0-1~exp1 has already cleared NEW, the auto-trilinos tracker [1]
is correct, and I have tested rebuilds of all
reverse-build-dependencies.  I have a new version of deal.ii prepared
which I will upload once petsc has been binNMU'd.

Please let me know when I can proceed with an upload to unstable.
