Bug#976811: [pkg-php-pear] Bug#976811: transition: php8.1

This has been now reverted in dh-php 4.4.

I’ve confirmed that it now correctly supports the old style unversioned packages
and the new-style (not yet completely finished) versioned packages, so I guess
it’s good to go.
