Please unblock package frr

  * Backport upstream fix for compatibility with the bullseye
    libyang1. (Closes: #990585)

Too young, only 1 of 20 days old

I have confirmed that the example from https://github.com/FRRouting/frr/issues/8521
fails without the fix and passes with the fix.
