Please unblock package youtube-dl

new upstream version is needed to feature new interface

[ Reason ]
I'm aware that no new upstream versions are permitted at this time of
the release.  So feel free to mark the bug wontfix.  On the other hand
the old upstream version does not cope with all download options and
will lack some functionality users might expect.  Since I was advise
that discussion on debian-release@l.d.o will not really work I uploaded
to unstable and file this bug to bring the issue to your attention.

[ Impact ]
There are examples of videos that can not be downloaded.  For instance

    youtube-dl 9k4SnovHRRM

does not work with the version in testing.

[ Tests ]
There is a build time test suite that was running.  I tested manually
thet the example above (and some others) are working now.

[ Risks ]
The debdiff is huge (thus xz compressed) since its a new upstream
version.  I felt unable to backport the actual change that is needed
to cope with the example video.  Since youtube-dl is a leaf package
I do not expect any severe risk, thought.
