Please unblock package irssi

[ Reason ]
1.2.3 was a pure bugfix and stability fix release of irssi, no feature changes.
Please allow this into bullseye.

[ Impact ]
bullseye would release with a version of irssi that has several known issues,
see the entries in their NEWS section: https://irssi.org/NEWS/#v1-2-3

[ Tests ]
I'm using the package myself on a daily basis, though I haven't gotten around
to work on automatic tests because it's an interactive package requiring an IRC
server to test with, which is rather complicated, and thus couldn't get
auto-unblock.

[ Risks ]
The package is a leaf package with a fair amount of other IRC clients available
within Debian.
