This can most clearly be seen in stable, where my reference creation script doesn't run, e.g. https://ci.debian.net/packages/a/apache2/stable/amd64/ which clearly shows failures (that pass after a couple of retries), but the last migration-reference/0 run is old (from 2020-12-06).
