This is queued - 
https://salsa.debian.org/ftp-team/dak/-/tree/master/tools/debianqueued-0.9
- which runs on the upload servers, rather than dak. It doesn't have
access to the archive database or filesystem in order to be able to
reason about whether files are already available elsewhere. 

dak, otoh, does have that information, hence things work fine if you
only include the orig in the first of your .changes files, or indeed
neither if it's already in another suite.

If you wanted to try and improve queued, the archive team and the 
ftp.debian.org pseudo-package are where you'd want to be.
