Please unblock package net-snmp

[ Reason ]
net-snmp is not moving into bookworm due to a regression with
pyagentx. However there is reason to believe this is due to 
a race condition in pyagentx test script

[ Impact ]
net-snmp will stay at 5.9, specifically the AES improvements 
will not be there and anything else that was added in the
last year.

net-snmp passes all its autopkg tests see

[ Risks ]
I see no risk, the issue is pyagentx failing its tests.
It's not a linking issue, pyagentx is pure python but
uses snmpd to test itself. The problem is that if
the agentx starts faster than snmpd the test fails
because it cannot connect to the socket.
