[ Reason ]
During development of proftp 1.3.7 a few regressions were introduced, which
were not present in v1.3.6. This upload tries to address at least a few of
them.

[ Impact ]
For #993173 we have tag "security", hence it has to be solved. All other
should be fixed too, to eliminate regression introduced in 1.3.7.

[ Tests ]
For #993173 I got the response that the patch solves the issue.

[ Risks ]
All patches were provided (and tested) by upstream author.

[ Checklist ]

  [X] I reviewed all changes and I approve them

Sorry for the deb11u1-deb11u2 confusion. When uploading deb11u1 I simply
missed a patched, which was already present on the salsa repository. Hence I
decided to do another upload to get all patches.

  [X] the issue is verified as fixed in unstable

All patches are contained in unstable in version 1.3.7c (or earlier)
although [2] reports they are not.
