Fixing CVE-2021-36773 in Bullseye and updating various filter lists.

[ Impact ]

CVE-2021-36773 would be unfixed.

[ Tests ]

I have tested the update on a Bullseye system and it works for me.

[ Risks ]

There are no risks involved since ublock-origin is only an addon for
Firefox and Chromium. Potential r-deps don't exist. We have
sucessfully updated ublock-origin in the past hence why I believe an
update is safe and it would benefit users in various ways.
