So you mean bullseye-pu; retitling.

A bunch of other stuff was also removed (and in one case - .gitignore -
added), as your debdiff shows:
.gitignore | 2
debian/not-installed | 1
wims/public_html/scripts/authors/jm.evers/js/geogebra2wims.js | 66
wims/src/Misc/chemeq/debian/README.debian | 10
wims/src/Misc/chemeq/debian/changelog | 245 ---
wims/src/Misc/chemeq/debian/chlg | 27
wims/src/Misc/chemeq/debian/compat | 1
wims/src/Misc/chemeq/debian/control | 21
wims/src/Misc/chemeq/debian/copyright | 20
wims/src/Misc/chemeq/debian/docs | 2
wims/src/Misc/chemeq/debian/rules | 92 -
wims/src/Misc/chemeq/debian/semantic.cache | 15
wims/src/Misc/units-filter/debian/changelog | 325 ----
wims/src/Misc/units-filter/debian/compat | 1
wims/src/Misc/units-filter/debian/control | 30
wims/src/Misc/units-filter/debian/copyright | 18
wims/src/Misc/units-filter/debian/docs | 1
wims/src/Misc/units-filter/debian/rules | 15
wims/src/Misc/units-filter/debian/source/format | 1
What's going on there?
Additionally, the debdiff you've attached is for the upload to
unstable, not an upload to stable (which would either be
1:4.17b+svn13454~dfsg1-6+deb11u1 or 1:4.21f~dfsg1-2~deb11u1, depending
on whether it incorporates or replaces the stanza for the unstable
upload).
