Please unblock package mariadb-10.5 to allow new upstream maintenance
release into Bullseye.

[ Motivation ]

The new upstream version 10.5.11 is a maintenance release that only
fixes bugs. Among them two severe regressions introduced in 10.5.10:

* Table alias from previous statement interferes later commands (MDEV-25672)
* Join using derived with aggregation returns incorrect results (MDEV-25714)

Occasionally new MariaDB versions are uploaded to stable updates and
they have a good track record of not causing (Debian packaging)
regressions. It is worthwhile to include this package in Bullseye so
that we don't need to upload it as a stable update later.

MariaDB 10.3 and 10.5 in Debian have a good track record of
high-quality stable and security releases, they use extensive Salsa-CI
and autopkgtests and have a low number of bugs in Debian
(https://qa.debian.org/data/bts/graphs/m/mariadb-10.5.png). Making
this release addiotionally dropped mariadb-10.5 bug count in Debian
from 35 to 26.

In addition to the new upstream version, this release also has
Bullseye-tailored fixes in documentation and testing and adds one
patch that makes MariaDB 10.5 build in a reproducible way in Debian.
It is very unlikely to cause any regressions since it only modifies a
build-time timestamp and is based on a patch cherry-picked from
RocksDB where it has been in a production release for over 6 months.

This release also fixes debian/control metadata that fixes Bullseye
upgrades for apt users (it was detected that apt-get and apt resolves
upgrades differently, see Bugs#990992).

    * Salsa-CI: Verify wrap-and-sort usage and correctness of patches/series
  * Remove rocksdb_build_git_date from RocksDB binaries to make them
    build in a reproducible way, thus making the entire MariaDB finally
    reproducible (Closes: #976985)

[debdiff]
The attached debdiff only has the changes in debian/ as it would

[migration delay]
The Current version has been in experimental since July 18th and in
unstable since July 26th and will migrate to testing/Bullseye earliest
on July 31th.
