Allow Suite value to change in Release files

[ Impact ]
buster users will stop receiving updates once buster becomes oldstable

[ Tests ]
Regression tests test it all, change has been in testing/unstable

[ Risks ]
It is just swapping false for true, it's trivial.

[ Checklist ]
[x] *all* changes are documented in the d/changelog
[x] I reviewed all changes and I approve them
[x] attach debdiff against the package in (old)stable
[x] the issue is verified as fixed in unstable

[ Changes ]
Swap false to true for allowreleaseinfochanges::suite.

[ Other info ]
N/A
